Make Properties Manager & Multiple Points Edit screens linked to a session of Projects

Currently the Properties Manager / Multiple Point Edit screens can be docked to another monitor but is only available to the current job. What customers want is that these screens are still available to use in no matter which job is current - and only disable when exiting Magnet Office.

    Unless discussed and requested otherwise, if this is implemented, it should be noted that it will only be for the two modeless dialogs mentioned in the description.
