Global Survey Codes - Import / Export Excel filetypes

Quite often other clients and users have comprehensive Survey Codes that are in an Excel Spreadsheet (XLS or XLSX file type). It would be great if we could both Export the Survey Codes to an Excel file and Import an Excel file directly into a blank Survey Code library. Example spread sheet from a client attached.

    Thank you for the sample file. 
    I'm interested to know how attributes would be handled if they exist for a Survey code, and then exported to Excel. Suggestions from voters appreciated so that we have some expected results to follow.
