Lock Toolbars

I have experimented with the Toolbars, Save Layout and Restore Layout feature, but it's not working well for me, can this be fixed. Also the ability to be able to lock the Toolbar configuration would be good. Thanks.

    Would be great to know the steps take when it doesn't work. I have no issues with it.
